黨的十八屆五中全會提出“完善教育督導,加強社會監督”,為教育督導改革發展指明了方向。我們要以“創新、協調、綠色、開放、共享”五大發展理念為引領,以“提高教育質量”為主線,進一步完善督政、督學、評估監測“三位一體”的教育督導體係,充分發揮社會組織在教育評估監測中的作用,推動教育督導事業再上新台階。

二er要yao把ba提ti高gao教jiao育yu質zhi量liang作zuo為wei教jiao育yu督du導dao著zhe力li點dian。首shou先xian,要yao強qiang力li推tui動dong教jiao育yu公gong平ping。建jian立li完wan善shan地di方fang政zheng府fu履lv行xing教jiao育yu職zhi責ze督du導dao評ping估gu製zhi度du,要yao繼ji續xu做zuo好hao義yi務wu教jiao育yu發fa展zhan基ji本ben均jun衡heng縣xian(市、區)國(guo)家(jia)督(du)導(dao)評(ping)估(gu)認(ren)定(ding)和(he)全(quan)麵(mian)改(gai)善(shan)貧(pin)困(kun)地(di)區(qu)義(yi)務(wu)教(jiao)育(yu)薄(bo)弱(ruo)學(xue)校(xiao)基(ji)本(ben)辦(ban)學(xue)條(tiao)件(jian)工(gong)作(zuo),加(jia)強(qiang)農(nong)村(cun)義(yi)務(wu)教(jiao)育(yu)學(xue)生(sheng)營(ying)養(yang)改(gai)善(shan)計(ji)劃(hua)監(jian)管(guan)。要(yao)強(qiang)化(hua)校(xiao)園(yuan)安(an)全(quan)和(he)校(xiao)車(che)安(an)全(quan)管(guan)理(li),開(kai)展(zhan)教(jiao)育(yu)重(zhong)大(da)突(tu)發(fa)事(shi)件(jian)專(zhuan)項(xiang)督(du)導(dao)。針(zhen)對(dui)鄉(xiang)村(cun)教(jiao)師(shi)支(zhi)持(chi)計(ji)劃(hua)的(de)實(shi)施(shi)、職(zhi)業(ye)教(jiao)育(yu)投(tou)入(ru)等(deng)開(kai)展(zhan)專(zhuan)項(xiang)督(du)導(dao),推(tui)動(dong)教(jiao)育(yu)重(zhong)大(da)政(zheng)策(ce)落(luo)實(shi)。其(qi)次(ci),要(yao)大(da)力(li)規(gui)範(fan)辦(ban)學(xue)行(xing)為(wei)。要(yao)繼(ji)續(xu)做(zuo)好(hao)中(zhong)小(xiao)學(xue)校(xiao)責(ze)任(ren)督(du)學(xue)掛(gua)牌(pai)督(du)導(dao)工(gong)作(zuo)。建(jian)立(li)完(wan)善(shan)中(zhong)小(xiao)學(xue)校(xiao)管(guan)理(li)評(ping)價(jia)製(zhi)度(du),推(tui)動(dong)學(xue)校(xiao)提(ti)高(gao)辦(ban)學(xue)水(shui)平(ping)。要(yao)針(zhen)對(dui)教(jiao)育(yu)熱(re)點(dian)難(nan)點(dian)問(wen)題(ti)開(kai)展(zhan)專(zhuan)項(xiang)督(du)導(dao)和(he)各(ge)級(ji)各(ge)類(lei)學(xue)校(xiao)督(du)導(dao)。要(yao)做(zuo)好(hao)博(bo)士(shi)碩(shuo)士(shi)學(xue)位(wei)論(lun)文(wen)抽(chou)檢(jian)工(gong)作(zuo),加(jia)大(da)學(xue)位(wei)論(lun)文(wen)作(zuo)假(jia)行(xing)為(wei)查(zha)處(chu)力(li)度(du)。再(zai)其(qi)次(ci),要(yao)有(you)效(xiao)開(kai)展(zhan)評(ping)估(gu)監(jian)測(ce)。把(ba)開(kai)展(zhan)教(jiao)育(yu)質(zhi)量(liang)監(jian)測(ce)作(zuo)為(wei)提(ti)高(gao)教(jiao)育(yu)質(zhi)量(liang)的(de)重(zhong)要(yao)手(shou)段(duan)。要(yao)建(jian)立(li)並(bing)落(luo)實(shi)中(zhong)小(xiao)學(xue)校(xiao)素(su)質(zhi)教(jiao)育(yu)督(du)導(dao)評(ping)估(gu)製(zhi)度(du)。開(kai)展(zhan)職(zhi)業(ye)院(yuan)校(xiao)辦(ban)學(xue)能(neng)力(li)及(ji)辦(ban)學(xue)水(shui)平(ping)評(ping)估(gu)。選(xuan)擇(ze)具(ju)有(you)代(dai)表(biao)性(xing)、方向性、基礎性的國家支柱產業領域相關專業,逐步開展職業院校專業評估。要做好本科院校合格評估、審核評估和專業評估,開展本科教學質量監測。
